What to know about British Columbia

Details about this authority that prevent rejections and wasted trips:
Point 1
British Columbia has its own apostille office in Victoria, within the Ministry of Attorney General; its documents do not go through Ottawa.
Point 2
The province has a distinct profession: BC notaries public, separate from lawyers. Both can execute documents that are then apostilled in Victoria.
Point 3
Many British Columbians winter or retire in Baja California Sur (La Paz, Los Cabos, Todos Santos), Puerto Vallarta or Mazatlán, all within the restricted zone, where purchases go through a bank trust (fideicomiso).
Point 4
Records are issued by the BC Vital Statistics Agency. For Mexico’s Registro Civil, order the version that includes the parents’ details.
Point 5
The office takes mail and courier submissions and sees people in person only by appointment; by mail allow 5–8 business days plus shipping.

Notaries public (BC)

Requirements for powers of attorney, affidavits and certified copies signed in British Columbia:

  • A BC notary public (member of the Society of Notaries Public of BC) or a BC lawyer can execute powers of attorney and declarations for Mexico.
  • If the power of attorney is for a bank trust in Los Cabos or La Paz, send the draft to the trustee bank or Mexican notario before signing it in BC.
  • Copies of vital records come from the Vital Statistics Agency; a notary-certified copy does not replace them at the Registro Civil.

Frequently asked questions

Questions about British Columbia apostilles

What people ask us about documents from British Columbia:

Where is a British Columbia document apostilled?

In Victoria, by the Ministry of Attorney General’s authentication program. Only federal documents, such as the RCMP certificate, go to Global Affairs Canada.

Can I use a BC notary public or do I need a lawyer?

Both can execute powers of attorney and declarations in BC, and their signature is apostilled in Victoria. What matters is that the wording is what the notario or bank in Mexico needs.

I live in Vancouver and want to buy in Todos Santos. What do I apostille?

If you sign in person in Mexico, you may not need apostilled documents for the purchase. If someone will sign for you, you need a BC power of attorney, apostilled and translated. Since Todos Santos is in the restricted zone, the purchase goes through a bank trust.

Which BC birth certificate does Mexico ask for?

For the Registro Civil, the one that includes the parents’ details. Order it that way from the Vital Statistics Agency before it is apostilled.
