What to know about New York
Details about this authority that prevent rejections and wasted trips:
Point 1
By mail, the New York Department of State takes 12–15 business days, one of the longest waits in the country. If you already have an appointment in Mexico, start early or use in-person drop-off in Manhattan or Albany.
Point 2
New York City records (Manhattan, Brooklyn, Queens, the Bronx and Staten Island) cannot be apostilled directly: they first need the City Registrar’s Letter of Exemplification and certification by the County Clerk.
Point 3
A document notarized in New York also goes first to the County Clerk of the county where the notary is qualified, who certifies the signature; without that step the Department of State will not apostille it.
Point 4
New York has a large Mexican community with strong ties to Puebla, Guerrero and Oaxaca; registering births in Mexico and powers of attorney for land and houses in those states are common requests.
Point 5
Records from outside the city (the rest of the state) come from the State Health Department in Albany or the local registrar, and follow a simpler route than city records.

Location: NYC DOHMH: 125 Worth St, New York, NY 10013; NYSDOH: Corning Tower, Empire State Plaza, Albany, NY 12237
Note: When ordering a New York City record, ask for the Letter of Exemplification from the start; adding it later means a second request. Records from the rest of the state do not need it.

Notaries public (NY)
Requirements for powers of attorney, affidavits and certified copies signed in New York:
Every document notarized in New York needs the County Clerk’s certification of the notary’s signature before it goes to the Department of State.
The notary’s certificate must state the county where they are qualified; that is the County Clerk who must certify it.
A photocopy of a certificate “certified” by a notary does not replace the copy issued by the city or state Health Department.

Frequently asked questions
Questions about New York apostilles
What people ask us about documents from New York:
Why can’t my Brooklyn birth certificate be apostilled directly?
Because New York City records first need the City Registrar’s Letter of Exemplification and the County Clerk’s certification. Without both steps the Department of State will not issue the apostille.
How long does the whole New York process take?
The mailed apostille alone takes 12–15 business days. Add time to obtain the record with its Letter of Exemplification, the County Clerk certification, shipping to Mexico and translation. If you have a fixed date, tell us so we can consider in-person drop-off.
My daughter was born in Queens. How do I register her as Mexican?
You can do it at the Mexican consulate in New York, or at a Registro Civil in Mexico by entering the birth record (inserción). The second route requires the New York certificate with its Letter of Exemplification, apostilled and translated.
Can I use a power of attorney signed before a New York notary in Puebla?
Yes, once it is certified by the County Clerk, apostilled by the New York Department of State and translated by a perito. The Mexican notario usually formalizes it afterwards; ask them to review the wording before you sign.
